Alright, I'll admit to the geek factor here:
Although Verne, Wells and other early authors' work can be seen as seminal works upon which the SteamPunk genre was built, the first novel that brought SteamPunk as a genre to the fore was "The Difference Engine" by William Gibson and Bruce Sterling in 1990, an alternative universe novel where Charles Babbages' proto-computer The Difference Engine was a success and led to a technology boom in the mid to late 1800s.
