Sometimes I have considered that they might set the scrub high on the small to medium programs (and affiliates) in order to allow the big sponsors to continue to have a more scrub free experience for new signups (and xsells). The small sponsors then would only have transactions go through when the probability of a CB is extremely low (lower than average on CCBill). Hundreds of thousands of small sites and affiliates at the high scrub rate would counteract a few hundred big programs at the low scrub rate.
I don't know if this is what's going on and I hope it isn't. But given the type of shit that happens in this business and the "Bro Club" I wouldn't rule it out. It might also explain why the large programs never seem to see any swings while the smaller ones see madly wild fluctuations beyond what you'd expect with the law of averages. You can't tell me that the guys who used to do hidden pre-checked Xsells didn't have high CB ratios. There's no way.
Then again it may be nothing like this. I see some pretty crazy swings with Verotel too.
