It means that the rate doesn`t depend on the conversion - note there is no "up to". You get flat rate if your traffic meets a requirement - at least 50 signups monthly with 2 of them paid.
Guys, you know for sure there are very few merchants who will pay for non converting traffic. Both of us want to earn, it stands to reason, so if your traffic meets this only requirement - you will not loose anyway.
