I do agree with you, but you can see who is actually worth anything by looking at the non green guys who have good rep, as a lot of them got their rep from legitimate posts and not begging for rep.
I for one have only asked to be rep'd like twice, and both times got ignored, the rest of my rep came from people actually agreeing or liking my posts.
