I'd say this is fairly straight-forward . . . contact the sponsor for the video you got the Cease & Desist over and if they can prove they own the rights to it and are happy with you using the video then you have nothing to worry about.
It could be one of the models in the scene isn't happy about her / his stuff being out there any more or any host of other reasons someone is yanking your chain.
Unless it's an illegal video (i.e. showing snuff or something like that) then it won't be a governmental body sending you this Cease & Desist, it will be a private company or individual. They do have the law on their side to enforce it ONLY IF they own the rights.
Bottom line is . .
1. If the person who owns the rights to the video is happy with you using it then ignore the Cease & Desist.
2. If the person who owns the rights to the video IS the person sending you the Cease & Desist then you should take the video down.
