Urban decay, budget deficits, and shrinking manpower mean that only violent crimes get attention in some cities. Alot of this "hope and change" started long before Obama. For example, the unions were a major factor in destroying the automakers, killing jobs, and laying waste to Detroit. Without jobs, the local economy crumbles.
