I'm from Spain and will tell you the story

Prostitution is not illegal in Spain, but neighbourhoods have problems with prostitutes selling their services in streets, industrial areas and some roads, so every town has some additional rules to reduce the problem

If the sell in a city, the townhall makes rules agains selling sex in the street (you can't sell watches in the middle of the street without a license, you can't also sell sex).

So they moved to other areas, in roads there is a new problem, they invade the road when trying to get customers, imagine that in the night, so police fined them for invading the road and for not wearing the reflective vest (every driver must have one and wear it when leaving the car, for example to swap a wheel).

So, basically, they are wearing those vests to avoid traffic fines, police should check also they are using compliant equipment, as i see in the picture they made some sewing works on them, but at least this is not becoming a traffic problem and they are out of the city and our childrens.
