I can see it in bad neighborhoods, but in most suburban towns, there is no need to have 20 cops driving around town 24/7.

They're busy writing traffic citations man, it's all about the money!
I got hit by a speed trap once where they were literally filling an entire parking lot full of cars to write tickets to. They were just flagging every car into the lot and lining them up. Look if you're pulling over 90%+ of the cars, it's a problem with the fucking speed limit, not the drivers. In fact, it's safer to stay with the flow of traffic...
They SAY there's no quota on how many traffic citations you have to write in a month but I've known two cops that have both had their squad car taken away because they weren't writing enough traffic citations... One of them was an Lt in the USMC, worked as a cop in NYC and refused to write traffic tickets for anything other than reckless driving, hahaha. He told his superiors that the amount of violent crime taking place in the city didn't justify spending time writing traffic citations when you could be preventing crime or helping citizens solve disputes, etc... apparently they disagreed so he left the force and joined the USMC :P
