I use Vworker.com (old rentacoder.com). They have a good system for making up project descriptions, escrowing funds, requiring the programmer to write weekly updates, and then make a full delivery, which after testing is either approved or declined.
Should anything go haywire along the way, there's the possibility to call in an agent to mediate between you and the programmer.
