You have misunderstood the resolution. There are no UN resolution defining that. The resolution "Convention on the Rights of the Child" defines the
age of when humans are considered child or not. It has nothing to do with how they look like:

Each country ratify it and most follow it. But each country have their own laws about age of consent and child porn. Some countries have laws about "virtual" child porn but it's not universal or an UN resolution.
Same within Europe. EU set some guides, but each country ratify it and have individual laws.
