For those that enjoy conspiracy theories... the USS Ronald Reagan is just south of San Diego right now for training and a sudden cruiseship rescue mission (LOL). I would assume that the battle fleet sticks together, even in friendly waters. Obviously a sub or destroyer wanted to have some fun!
