Nats is hosted on the licensee's server and I sure hope the affiliate datebase is not accessible to other licensees. In fact I am it is not, and if it was, no one would ever admit it.
But what you are trying to accomplish you can, with an auto form filler. Once you fill out one Nats form, all the rest follow the same format and one of the many softwares that help you remember forms you've filled and automate the task can fill the rest for you.
