For these promises (and many more), he was elected into office. So, if you want to stick with "what the people wanted" - Obama was elected by the people, and if they did not want healthcare reform and an end to the Bush tax cuts, then he would not have been elected.
And clearly in 2010 after seeing what Obama has done the public does not want his type of reform.

Lets face it the only reason Obama won was because everyone was sick and tired of Bush. But Obama has made Bush look good.
