It's because eBay is unbelievable anal about their seller ratings which effect where you show up in the results. Losing a fraction of a point can be the difference between $5,000 per month and $1,000 per month for some sellers.
The reason a lot will not ship outside of the US is because until very recently those stars that you could leave counted towards the sellers DSRs. Shipping to Canada is a bit slower and sometimes has problems at the border so it was safer for sellers to just do USA only and protect their scores / money.
Same thing for shipping price, it's hard to ship heavy stuff to Canada for free because of a broken pricing system. Low scores on shipping cost is another rating.
Also, I know you're thinking that you wouldn't heave a bad rating for something so silly but that is assuming eBay was smart. They aren't. Out of 5 stars if everyone left the seller a 3 which translates to "good" they would be banned from selling on the site.
eBay fixed it now so outside of the country DSR's don't count against the score that determines your fees and exposure but not everyone is aware of this yet.
