It's actually CIA.

Accel, an investor in Facebook has/had a few ties to In-Q-Tel, a venture capital company established by the CIA in 1999.

There are no smoking guns, but there are lots of questions and considering Facebook's mission -- to collect everything on everybody -- of course the CIA will have interest.
