Exactly.
I've had people pay me for stuff by purchasing a green dot moneypak, then emailing me the activation code from the receipt (or the number on the back of the card.)
You guy buy a money pak for the amount you want to pay him. Oh, it'll cost you $3.95 to buy it. Email him the activation code.
The guy then logs into his paypal account, selects "Add funds using a moneypak" and enters the code, and POW! the money is there.
It's not fucking rocket science.
Additionally, if paypal won't let you use a card without creating and verifying an account, then their security system has an issue with your card and confirming the transaction is legit. I'm sure if someone used your card without your consent to send a payment through paypal, you'd be bitching they didn't take enough security measures.
