Is the CC already tied to an active PP account? If so it might be an auto security/verification block that is being misrepresented. Try logging into your PP account once initially responding to the money request and use a direct cc pay from there. Why do it outside of your account, if you have one in good standing anyways? Don't want to use your normal account, open a new one and fund it from a valid credit card or account not already tied to another account...
