As much as I have hope for this...
Its likely to just be another soft legal patch, complete with an as-yet unseen major loophole, and fixing the 'loophole' will take another 10 years before another 'soft legal patch' is attempted.
and round and round we go.
but I'll throw my optimism into the ring once again.
