There is an option on ccbill called "Partner Bonus Program", it states the following:

"You can reward percentages to Affiliates for sending new Affiliates to your Affiliate Program"

Is that like a 2 tier affiliate program? meaning webmasters who refer new webmasters will earn a commission from the new webmasters sales? or am I getting this wrong....
