I looked up the WHOIS for the website and associated e-mail and this is some of what I found:

A web site purporting to raise money for Detroit Mayor Kwame Kilpatrick's $1-million restitution bill in the text messaging scandal is a hoax, the mayor's legal team said Sunday.
"It is not an authorized site by the mayor or anyone he's affiliated with," said mayoral spokesman James Canning. "We would advise any supporters of Mayor Kilpatrick not to donate to this fake Web site."
The site went online Saturday, two days after the mayor pleaded guilty to obstruction of justice charges resulting from his false testimony in last year's police whistle-blower scandal. His plea agreement calls for him to be sentenced Oct. 28 to 120 days in jail and 5 years of probation, and pay $1 million restitution. Under the deal, he can't seek or hold public office while on probation.
The Internet site exhorts visitors to "SUPPORT KWAME KILPATRICK 2014 FOR MAYOR OF DETROIT -- TOGETHER WE CAN BRING HIM BACK." It features a photo of the mayor being snuggled by his wife during a speech in which he proclaimed he'd make a comeback.
The site also contains a message with spelling and grammatical errors -- it spells Gov. Jennifer Granholm's name as "Grandholm" -- and gives visitors the option of donating $5, $100, $1,000 or $5,000 using a credit card through PayPal toward the mayor's restitution bill so Kilpatrick can run for election in 2014.
But there's no mayoral election in 2014.
The Web site is registered to a "Dave Bing" with a post office box in Canton and an e-mail address of [email protected]. The phone number listed for maxelll3752 is out of service.
Detroit entrepreneur Dave Bing, who urged the mayor to resign and is considering running for mayor himself, isn't believed to be involved. He couldn't be reached Sunday for comment.
A page of the Web site contains links to other Web sites registered to maxelll3752, including a get rich Internet marketing scheme, a gasoline raffle and a $69.99 build-it-yourself gizmo to reduce gasoline consumption. The gizmo appears to be built out of PVC pipe.
Other Web sites registered by maxelll3752 offer programs to teach people how to pick locks and trick vending machines into giving back change. Another Web site, www.detroitbikinicarwash.com, offers to provide women in scanty swimsuits and high heels to work at carwash events.
A young man who goes by "Skippidypicking" warned www.youtube.com visitors in February to steer clear of maxelll3752's Web site offering a $50 program to teach people how to pick vending machine locks.
"You can get all the information he's trying to sell you for free," Skippidypicking said. "Don't give this creep your money. ... He's a scam artist."
The owner of the lock-picking Web site replied that he had made $46,000 off the Web site, adding: "I provide useful information about lock picking. Get a life man."
