Weather can change in the local area. Usually a cloud is of quite large size. It does effect the local area. However, there is an edge to a rain cloud. In other words, there can be heavy rain in one spot, but another spot 50 meters away is completely dry. It can happen that fog fills the earth and you cannot see far away. This could be because a cloud lowered to the earth from the sky. Snow looks beautiful in the winter time.
