No need for a witch hunt. Eric has already stated that he will ban "surfers" when discovered. Those of you that are so concerned about "surfers", this is your opportunity to do exactly what you want.
1) Spot surfer.
2) Investigate surfer to the best of your ability.
3) Report to Eric. Done.
A mechanism is already in place. Use it or shut up.
