Ummm, you should have really brushed up on Canadian immigration law before applying, because you obviously have no idea what you're talking about. I've been through the 18 month and $7000 hassle to get someone permanent residency status to Canada before, so I have an idea.

No, they don't. We have lots of Canadians for those jobs. It sounds as though you applied for as a 'Skilled Worker', which means they're only going to let you in if you have skills to perform a job that a company can not find an eligible & available Canadian citizen for. I'm sorry, but web designer or "system manger" doesn't exactly cut it.

In order for a Canadian company to bring you on, they're going to have to prove to Canadian Immigration's satisfaction that there's no available Canadian citizens who can do the job. Trust me, you're not going to get a VISA if you apply as a web designer.
If you applied out of country, that means you have the right to one appeal. If they refuse you after that, you're done forever, so I would suggest brushing up on Canadian Immigration law before submitting that appeal. Your best bet at a VISA would probably be to marry a Canadian, and prove to Immigration Canada that it's a bona-fide relationship.
You could always just go in under a tourist VISA, and stay forever. Canada doesn't have exit points, so they'll never know. Go to Toronto, head to the Ukrananian area of the city, meet some friends, and they'll help you get setup with a residence, job, bank account, SIN#, etc. Loads of people do that, and the immigrants in Toronto especially are great with newcomers. They always seem to take care of people from their own country.
