so what are you saying , they should keep the rules the way they are forever and ever even after they fill the need for positions ? sorry thats why they make rules, they allow people to become canadians to fill positions we lack, once there is no longer a need for say "web designers" they stop allowing them, otherwise there would be huge rates of unemployment
