There are some great mainstream forums. Most are Russian owned and you must leave your flag at the door and all speak/post in English. It takes a bit and many posts will go unanswered but once you pitch in (and they grow tired of making jokes about you) they'll help you with anything or point you in the right direction. Russian people are funny because they like to see you suffer or torment you because it's like a right of passage? WTS, the last thing you want to do is piss off anyone and or back-stab there.

They are masters at finding solutions for next to nothing in cost. In short, I have the same server/web admin for the last 2.5 years and he can do anything or learns in heartbeat and I pay him $12 hour.

I've been working with the same Russians now for years and one hung-out with me in the States for a summer and I've been to all their homes or met them in Russia. Matter of fact, there is a once a year pilgrimage/convention in Sochi (black sea) that I've been to three years running.

Interestingly enough they are all (that I've met) brutally honest, hard working, and their hospitality is second to none.

...............So I'd start looking there.
