The unverified account in paxum is used for people to receive money in. For example you need to get paid for a design job for example. You ask the other party to pay right away so you can deliver the design, you take 1 min and open a paxum account and get paid. The money is safe in your paxum account and you can give the design to the other party to use right away. Once the money is in paxum you have all the time to put together the docs and to verify your paxum account and only then you can do peer to peer transfers or apply for the Paxum Prepaid Card and withdraw the money from any atm. We have this "unverified status" to help people do business right away and not loose jobs or deals because they don't have an account ready.
On the other end, for people willing to pay for a service lets say you need a coding job done (opposite from the previous example) you find the right programmer and the right price. You want the job started right away you don't want to wait till you send a check to that person or a wire, etc. You ask the person to open a paxum account it takes him 1 min and you can pay him. then he could start the coding job right away and only when he has time he will approve his paxum account to be albe to take the money.
In other words with this unverified status there is no reason for anybody not to accept a job or a deal or to delay the delivery of any service people can get paid on the spot and do business not find excuses for delays.
