He didn't commit the "crime" in Iran. He committed it in Canada. This would be like you beating somebody up in Brazil, visiting the United States and having the American police throw you behind bars for your crime in Brazil. Typically, if anything, you would be extradited. The United States would not put you in an American jail because you beat someone up in Brazil.
