No. When they say perimeter, they mean and entire North American perimeter. Mexico is in on the deal too as far as I understand. The US is not happy with it's security perimeter ending at it's own border in it's effort to fight "terrorism". It feels the need to include Canada and Mexico in it's "perimeter", and Harper is more than happy to allow it. North American union here we come, even though they keep spitting the word perimeter and denying any type of economic union-type affiliation. It may help the transport industry, but I can't see it. Last time they tried something like this the whole thing fell apart and nobody paid fuck all for attention to whatever bill they passed anyhow.
