To me what the article illustrates; is that many of the prosecutions of simple possessors of CP may be cases of infected zombie computers that are part of the botnet that is used for the dissemination of CP.
Unfortunately, law enforcement is technically ill equipped to shut down and prosecute the purveyors and distributors of CP.
There is also the problem of different laws regarding the age of majority. There needs to be an international treaty setting the legal age for recorded sexual images. (I would suggest this to be 18-years-of-age).
Law enforcement must work on stopping the distribution of CP rather than on doling out punishment to its end user. The "War on Drugs" is an example NOT to follow as it has proved ineffective.
