seems to me that if this was fabricated by the u.s. that venezuela and/or iran would point that out.
and an update: fear has been used for DECADES to justify the military industrial complex. bomb shelters were being sold in the early 1950s along with bomb drills teaching children how to scramble under their desks in case of attack by the russkies.
