Ignore the fact that Russians drive the child porn industry and instead blame Americans who came to Russia to fuck kids who were being pimped by their Russian parents. Of course the fact that Russia didn't even have a law about it probably tells you all you need to know about all the kid fucking going on in Russia back then.
