Even NORAD (was depicted in the movie War Games) is no longer based in Cheyenne Mountain, but rather in a nondescript above-ground building elsewhere. Bunkers seem impressive, but are of limited value - a bunker even many hundreds of feet under rock is no match for nuclear weapons.

As for internet servers, bunkers are pointless, since the connections are the weak point ... can be easily severed using little more than a backhoe / hand tools.

Having lots of server and network redundancy (ie. CDNs) is a far better approach than relying on bunkers.
