Note that the number 1 on the list Kellogg Brown & Root is a subsidiary of Halliburton. Hell, That list is 6 years behind the times now. Those seem like losing numbers to you? I guess determining the win/lose status depends entirely on what the addresor's original intent was...
Just for shits and giggles, look over the top 10 in that list on awarded contracts and compare them with this one regarding contractor campaign contributions in the 12 years leading up to 2002, the beginning of the contract list...

Parsons, Fluor, and KBR, the top 3 largest contract holders between 2002-2004 were in the top 10 campaign contributors in the decade leading up to those years. Coincidence?
