If a person simply did what you stated above, they will lose the tax benefits of the state that they incorporated in and become liable for taxes in the state and city that they are doing business in. They need to demonstrate nexus in the state of incorporation.

Don't get me wrong, people get away with it but someone could report them for a reward. It's risky if you ever end up in litigation.
