The So Called ...
"Professional SEO Consultants" are typically a rip off. They feed people a little bit of Keyword and SEO Friendly crap to nibble on with promises of Links and Articles from everywhere (which they of course never deliver on).
Eventually the client figures out they are crap... But, by that time... money has already changed hands and it's too late. After being burned enough times... they do exactly as you said: They "Do It Them Selves" ( pun intended for adults jerking off )
