There is no quid pro quo. The offer centers on a population from which CM will select her short term partners, and there is no guarantee of sexual services. Membership exists without that incentive, and would continue to persist, she merely chooses among them. Hence, the expectation exists because she is voracious sexually and restricts her partner population to her constituents, not because of payment.
