Charger didn't lay out that precondition in the rules.
Thomas told Charger many times before the bet was made that the wires were on the way, so there was no secret inside knowledge.
Thomas was telling the truth, Charger made a bet that Thomas wasn't telling the truth. Thomas is the logical person to accept the bet.
