GA relies on loading inline objects (either through javascript, or a tracking pixel) so there's plenty of times when a user's browser will not get far enough to render it and phone home to google.
So for absolute numbers, it will never be totally accurate (unless they multiply the counts by an average factor that they've determined somehow)
For percentage based stats, it's likely to be more accurate since it's just a slightly smaller sample size.
