He had the power over life and death... By determining what papers to stamp and what papers to reject, he diced who lived and who was sent to the concentration camps.
Did he have any control over the entire Nazi State or German army? No.... but in the end that doesn't matter. He had enough power to accomplish evil things...

or THEIR best interests... And that's why some low level congressman or member of parliament (or any politician for that mater) won't really oppose the expansion of government power. Because he hopes to some day gain control over that power. To work
for HIS interests.
Like I said, the State is a complex structure... Lot's off different people working towards THEIR OWN ends, trying to accomplish THEIR goals. The only thing they have in common is that they all work towards expanding the power of the State. Power that can and eventually will be abused... abused by people working
for THEIR best interests.
The State exists, the system that exerts control over others exists... If people are working within that system to accomplish THEIR own goals, what makes you think no one is working within that system to accomplish his own elitist/criminal/insane/religious/psychopathic goals?
