In my experience, calling them and talking to their "first level" of support isn't going to get you very much more than a high-school dropout with a headset reading a script but an "escalated" problem has almost always netted me someone with at least half a brain.

So I've had success by "making up" a problem or question each time I've called in conjunction with my real problem. The made up question will be some detailed, convoluted "problem" that likely won't be in their ready-made script so they automatically bump me up.

Think of any off-the-wall question you can about geo-specific taxes, weird money transfers, etc. and ask that as soon as you get a human. They'll "hm" and "huh" for a moment and then almost certainly escalate your call. That's when you can talk to someone that can address your real problem.

Also, use Fonolo.com for Paypal and just about any other company you want to call and get a person right away. You won't bat a thousand, but they're database is pretty useful about 80% of the time.
