user submitted content will exempt you from 2257 requirements but it doesn't exempt you from CP prosecution. The bad thing with not having age docs is if the pictures look young, the girl may even be of age but if they can't find here to prove it do you really want a jury and "experts" to decide if she is over 17 or not ?
Sooner of later one of these "exgf" sites will get taken to court for CP and it will be a coin flip if they do serious time or not. The "user" who allegedly uploaded it would likely be on the hook to if they could track him down.
