That is the stupidest idea ever. Gain compliance by adding more onerous work? That comes from the idea that small business owners (all white males of course) sit around scratching their balls, smoking cigars and looking for tax breaks. In reality, small business is where women get an even break, and owner work their asses off day and night.

All that does is create less compliance by making it harder to comply.

Since small business creates 70% of new jobs ... fucking with us is a bad idea.

There may be some parts of the healthcare law that are good - no dispute there, but that rider provision sucked ass.
