not sure if it is a general rule, but i have seen great domains offered for peanuts when belonging to weird country codes.
the exception could be when the country domain makes some sense in English, as in:
www.blogge.rs (serbia)
www.music.dj (djibouti)
www.fuck.me (montenegro)
etc. etc
