why aren't affiliate chargebacks or refunds acceptable on PPS?

is it because it's considered the programs 'fault' for not satisfying the customer?

seems to me that a sale is a sale. a chargeback or refund negates that sale. when i first got started i thought that PPS was of the mentality that 'we'll pay you $XX up front even on a $1 trial, because we'll possibly make more on the rebills'. so how do aff programs profit by taking all of the risk in PPS?
Because PPS usually is an about avg of what each member that signs up would make the affiliate, including rebills and charge backs. Thats what I always thought anyway.
