1) If the USA gov felt it needed to shut off the internet for whatever reason they came up with, they could. It would more than likely happen as a national security act. If you think it could never happen, you're a bigger idiot than I think you are.
2) If you don't think the police, National Guard (and eventually the military) would not be called out in the event of
