Well said. Think Jared Loughner types ... unemployed, no future, and hence nothing to lose.
Revolutions are driven by a relatively small fraction of people - currently, the U.S. is still somewhat stable, but the seeds for revolution are being sowed; large-scale poverty and hopelessness...
With that said, most people won't participate in revolution as long as they have "bread and circuses" ... giving out more food stamps and keeping the internet running (ensuring the various entertainment sites, such as YouTube and Facebook stayed up; maybe running with restrictions) would more likely be the approach to quell the anger of the masses.
Also, another problem with shutting down the internet is a lot of infrastructure (water / sewer plants, power utilities, phone companies, etc) depend on it working 24/7 - the days of critical utilities having their own separate wide area networks have gone to the wayside to save money.
