Looking at the source code it look like it is a custom gateway script that is being run on multiple domains, it wouldn't be too hard to replicate if needed, it should only need a randomizer on the links for the categories and the tgp images, and link lists putting in. A very quick and simple script, you just need the affiliate accounts and link network to use for it, maybe 2 - 3 hours to code the script up and a day or two to sort the links out (call it a weekend) and you should be able to replicate the same actions.
There might be a script out there that does it all, or maybe it just runs all the sites off a central links database so you keep one resource upto date and it runs across all instances of the program
