It's spelled diarrhea, clown.
This is basically a tax on downloading, so yes, it has everything to do with this topic. The CRTC, (which is the equivalent to the FCC in the United States), is responsible for abolishing the restrictions.
Now, why would a government run agency step-in and suddenly make this decision? If you have a valid answer then you have grounds to debate on the subject.
Look at the income taxes for Canadian residents.
Look at their sales tax.
Look at their tax rate on alcohol and cigarettes.
Look at their gas prices.
Look at what Canadians pay for the same cars we have here..
It's funny some people can't see the big picture.
