The way it works would be this: the US president or whoever gives an order to fire on an armed group of rebellious traitors. The military wouldn't want to side with a group of idiots with small guns because they know if the government has even a small fraction of the military support, that small group of idiots will be the losing side.

Which military general wants to be the one that sides with what he sees as the losing side? All they care about is honor and pride, they don't give two shits about the people and citizens.

Anyone with an ambition to take over the country takes the guns into consideration. The "New World Order" people have to be very sneaky. You're unlikely to see an overtly tyrannical police state any time soon.

They would have a fight on their hands if they tried to go door to door rounding people up for internment camps. The rebels aren't going to stand out in the open where the army can use their superior weapons.

The US Army is demoralized fighting the sand people. Imagine how they will feel fighting a guerrilla war against Americans. So it is unlikely that the Army will ever be used against its own people, for the simple reason that it won't be easy.
