If the society broke down then the Government would have to proclaim ML. Otherwise the streets will belong to every bunch of Gangsters, far Left, far Right, Religious Nuts or just the type of people who run around the woods playing soldiers at the weekend. Anyone with the most guns and will to use them and would rule.
That might be the Generals in command of the Army, if they sit back it would be your worse nightmare.
